Shining Stars would actually be smart move to SD. Gives them another heel team that is more legit than The Ascension or Breezango. And just cut the VV

Or just move AA and the Usos to Raw, send Smackdown Rusev, Cesaro, Sheamus and Zayn, and abandon the Smackdown tag team division.
