Well nothing could be done at this late hour but EPA and BLM and FERC and DOE could have been doing formal rulemakings for years that they have not only refused to do but have ignored or denied petitions on. Those would be much more difficult to undo and wouldn’t automatically go to the 5th circuit. And god forbid he try to put anything in legislation while they had the opportunity to do so! The point is he didn’t do those things because this administration is as beholden to the oil and gas industry as any, and they have no interest in doing anything meaningful.
Edit: although there are things he could be doing now that would give Trump’s admin a headache. This offshore drilling ban (for a limited region) is one I grant, but I also don’t know if companies are even trying to lease in the areas he banned. The arctic bans were performative in that way, so I’m not giving them the benefit of the doubt. But he could be doing stuff like this all over on a range of environmental issues. He could just grant the 100 or so petitions groups I work with have in front of him for example.
