Congress is made up of the house and senate. You can vote for a variety of candidates. Each state has house representatives by population, and two senate seats. Then you also vote for the President. So you vote for your state representatives, and a bunch of local ballot measures, etc., and the President all one one ballot.

Popular vote is the total number of votes cast per candidate. We elect based on the electoral college, not the popular vote.

Sounds like our voting system too. Although we have to show up in the 2yrs splitting the 4 national voting years to do state elections. And even then, the party in power can call early elections by over a year if they feel they're in a good position to win again.
