Both can be true. Keep in mind that the whole point of pocket presence is so that the OL can maintain good angles and doesn’t have to block for a moving target. If Fields is scrambling in inappropriate situations he is literally multiplying the chances he’ll get pressured and/or sacked and nullifying the OL’s efforts to stay between him and the defender. This is why I pound the table for every QB learning pocket presence and anticipation no matter how athletic and good at improvising they are.

At the end of the day, a QB has to make himself a hard target to reach and get the ball out of his hands quickly. It’s easy for an athletic QB to run if he does it sparingly enough and patiently enough to catch defenses off guard. But if the EDGE knows you’re gonna roll out he’s gonna catch you. The more Fields rolls out, the more defenses are going to call contain / QB spy oriented plays that punish him for doing so because he’s too predictable about it.
