because a lot of rich people make up the majority of congress and a lot of their friends are also very rich

 

Well, really two reasons: first being that, despite the rhetoric, there really was never any inclination to go in the other direction and even the most ambitious tax proposals in the plan still kept much of the Trump tax cuts in place. And more importantly for this specific tax cut, NY and NJ Dems from affluent areas are mad that their constituents have high state taxes and wouldn't vote for the bill if the tax cut for them wasn't included

 

because the democratic party is set up to cater to rich people?

 

it’s basically restoring the State and Local Tax Deduction to what it was pre-Trump tax cuts so there was no limit on how much SALT taxes you could deduct from your income for federal purposes.

I really don’t mind it because it allows states to raise their taxes to pay for shit and face minimal blowback from it from their constituents, but because incomes in those states are also high, it ends up benefitting people with higher incomes more
