Almost certainly both. And unfortunately there's not going to be a short term fix. The majority of it comes from overseas and most of it is from 'anonymous' trolls. That means that neither the FA, the Premier League nor the police can do much about the vast majority of it. It's broadly a social media problem and until the big tech companies find a satisfactory solution to it then it's going to continue.

It's also highly likely that the fire is stoked by the increasing attention on it.

 

Nailed it. Trolls know they'll get attention with their racist comments more than ever. It's in the news pretty much every weekend in the UK now. I know attention has to be drawn to it but it's certainly not helping.
