Typically the largest speaking event state-wide positions do are at election-year state caucuses with a couple hundred or couple thousand (depending on state) people . A SOS typically isn’t giving speeches to the entire nation

The US currently is not offering PR statehood. Based on my reading, a common sentiment in PR is that the referendums are not serious because there’s no resolution in Congress that would allow the results to matter. This would likely have an impact on voter turnout. I don’t think it’s too much to say “hey, we have passed this resolution, do you want in?”
