It's mostly dependent on the players situation. If a player is going back overseas to the shl, sel, del, sml or the khl then they may not sign right away. I think more and more talent is coming over and playing in the ohl, ahl, whl, qmjhl, and even in the NCAA so they can sign quicker. I think each case is unique, it depends what method both teams and players feel like helps best for their development. I also wonder if teams privately might feel like the cap going up will eventually end up benefitting rookies so they'd rather sign them now then maybe have to give more if they wait 2 years like they did in the past, that's just a total guess though.
