I have no idea how this works so if someone does please correct me, but my guess is that debate host networks will test/poll issues that matter most to the target audience for the debate and then try to ask questions about those specific things. So the foreign policy hot button issue right now is Iran so that gets airtime but Israel/Palestine not so much?
