While I think you're right on that, I don't think that this is the only calculus for why Pelosi is not in favor of beginning an impeachment inquiry.
I tend to agree with the thinking that obviously it's the morally correct thing to do, he's met the threshold etc., but he will not be impeached in the Senate and given what we all know about how these things are covered that will be portrayed as yet an other exoneration for Trump.
Beginning proceedings in the house only ends one way and it won't be favorable for us unfortunately.
