Somebody enlighten me, please. Why does Pelosi's opinion matter this much? Is the House unable to start impeachment proceedings without her blessing?

But, informally, it's not going to go anywhere if the Speaker doesn't back it. And Pelosi's current calculation seems to be to give moderate/red state dems up for reelection in 2020 cover by not making them have to vote on it. (I think she's wrong.)

 

I get her strategy (which I think is the wrong one), but what would it take for the party to go against her wishes and impeach anyway? It seems like there is a ton of support for it in the House.

I doubt there's a majority in the House right now that would vote for it; without the speaker being on board and whipping votes, there's really no way purple/mod/red state dems risk the vote. And, given the Hastert Rule, I'd assume on that alone there's virtually no way the vote takes place.
