If that report is true they are stupid.

 

Maybe they knew their season was over so they'll just sign him or something

 

Even if their plan is to sign him, it’s better having him in the building beforehand. Have more leeway for extensions, have more access to his medicals, can use a franchise tag if he is somehow amazing, and get to win sooner.
