"Administrative arrests of non-criminals (i.e., those aliens without a criminal conviction on record at the time of arrest) comprised 26 percent of total ICE ERO administrative arrests in FY2017." <-- this has sharply increased in the past quarter due to policy directives from the Executive Branch.
