Lately. They were pretty competitive from 2001 until 2010.

The Jets had some nice runs in 2009 and 2010, but that roster was always bound to fall apart with all of the temporary moves and trades that Mike Tannenbaum made. NY has been in a playoff drought since and they're catching up with the teams that have missed for long stretches.
