    To be clear, the 2018 wave that some predict may occur, but republicans are aware of this and are proceeding to do their best to disempower various sites of bourgeois democracy. As such, one could have a majority that can effectively do nothing, because special sessions and things of that nature were called during the point at which they have majorities. This is particularly true on the state and local level.
