It’s part of his story in OTT. Devlin was the import killer, but after Devlin won the title back off WALTER and it was building up to him vs Starr, Starr started calling himself the real import killer and defender of indie wrestling because Devlin sold out and signed to WWE. This is just a continuation of that. Cobb was “booked” to get a chance for the title but Starr is saying he hasn’t earned it and doesn’t want “imports” to come in and get automatic title shots which is something OTT does sometimes, but not all the time. I’m assuming this is all building up to another home grown OTT guy winning the title.

 

Who have OTT got that could realistically take the title off him? Who wouldn't end up on NXTUK not long after that is! Starr seems like the only guy not signed to anyone, they should keep the title on him as long as possible.
