Why do people only say rich cheats when talking about City and the EPL? Shouldn’t Chelsea be receiving the same criticism?

 

Chelsea have always had that criticism thrown at them too, it's just they're too crap atm to be considered for the PL title.

Yeah, Chelsea are pretty much blamed with starting the new standard of money bag teams. They just haven't had the heat in recent years because the likes of City and PSG have upped the game even further.
