I don't know what he means by "We didn't even know and we work on this", but if it's that they didn't know there was expected to be bad flooding frankly that's the fault of their own. On one hand sure maybe the city didn't do a good job with outreach and informing the public about the storm, idk what kind of warnings they gave, but on the other hand, the National Weather Service was pretty clear yesterday with how serious things could get today and the media was definitely covering this threat extensively for people to be aware and prepared
