I feel the main concern is that the Chinese stations have also been active in persuading Chinese citizens to return to China to face legal charges.

While that might not be seen as "illegal" it's certainly a way for China to intimidate its citizens around the globe or those who have relatives that are citizens.

Similar to the Hong Kong student who made pro-Hong Kong comments while studying in Japan and was then arrested while in Hong Kong. That's fucked up. Even more fucked up if it can happen while overseas. Again, that might not been as "illegal," which I'm sure why "illegal" activity as been found.
