Elections are typically handled with county clerk and recorders not city clerks. Check it out your county clerks page there should be an elections tab and info on ballot access

For real though we need recesses in everyday non-congressional jobs. Two week recess around major election days make sense, encourage people to take the time to educate themselves, help out with canvassing and campaigns they like. Maybe people could actually make informed votes for candidates other than the president and governors.
