I was trying to get a friend to watch it when it first started and this was the episode they watched. They didn't give it a second chance until its final season because it was so bad.

When you get people into Parks and Rec you have to think very carefully about where to introduce them and can almost never go with the first season or first few episodes of two. Almost worth waiting for Ben to show up, that's where the show finally figures out what it's going to be.

Absolutely correct. This was back during its original run where it was either whatever the current episode or nothing.

I had a history of trying to get friends into currently-running shows and the episode that would air would always be the worst one.
