Because they're the minority party in both chambers and don't have the WH. A deal on DACA was always going to include some form of "border security" to get the votes for it/get the President to sign it.

 

Probably will lead to less death and suffering than no deal at all.

Right now the focus is “how do we keep a large group of the people who are already here from becoming the migrant deaths next year?” The answer is “Pass DACA”, which will not happen in a Republican controlled House, Senate, and White House without at least some increase in border security.
