Mexico did this to themselves from a pure foundation perspective. Their Liga MX clubs rightly or wrongly have completely overvalued their young Mexican talent which stops a lot them from going overseas and getting better development. I get you want your home league to keep its talent but it comes at the sacrifice of their national team I believe.

I think this what I have gathered from reading about this from Mexican national team fan perspective.

I was trying to describe myself to someone

There was an interesting point made about Mexico on the Football Ramble, which is that they're a big footballing nation, huge support, lots of teams and players and they consistently get to World Cups and normally do OK. Despite all that, they never seem to quite produce a superstar. Makes you wonder what Mexican football would look like on the world stage if they could either up their own training/development path (difficult in a country with lots of other pressing issues I guess) or if they had a relationship with another country league which resulted in the best players developing further.
