The issue here is people who haven’t been there simply look up stock photos of Pittsburgh, which shows you the only flat part of the entire city, downtown. For one thing everything around that photo is like 1500 feet high lmao, and much like Seattle there are suburbs outside the immediate mountains and on a second, higher layer of mountains beyond that that is still considered Pittsburgh proper.

For two you cannot accurately gauge steep grade from a photo taken of downtown the same way you can gauge it when your car is literally struggling to drive up it lol, or the same way when you come out of the tunnel and see Pittsburgh from ground-level you are surrounded by an enormous bowl shaped valley with literal cliffs on either side
