it's straight philosophy so it's a little dense, but this is a great discussion by Lyotard of what he calls "the differend" - tying into human rights, it's the idea that systemic (and other) abuses extend beyond the mere act into a "silence" in which the abusers and bystanders deprive victims of their ability to speak to their experiences - by disbelieving, ignoring, being incapable of understanding, etc.

it also encompasses, or even puts another name to, gaslighting - as it relates to feminism, for instance, it's the fact that we have on camera the president-elect bragging about sexual assault and women are told he respects them or that it's even simply not true that he meant that.

it's a good read for really fleshing out, i think, the impossible logic of dealing with victimization.
