Right now seems to just be some less than reputable lefty sites saying it. Not sure if there's audio from an interview out there or something. That tweet is 3 days old so this was the first I was hearing of it.

Good god damn. I knew he'd say no stimulus until after he is elected, but figured he's wait another week or so. He has run out of his own money to buy the election, so he has to take alternate methods to buy it (you know, aside from the voter suppression and other constant lies).
