Tom would be the easy choice, but I think Kendall is more impactful. Logan can easily pass this off on Kendall as being the one in charge of it all at the time (like he did in front of Congress). Tom covered stuff up after the fact obviously, but he wasn't around when everything was actually happening.

Maybe it'll be both of them.

 

Greg seems like the easy one because Congress pointed out that he took out the servers that had the files on them and that's been logged, so the proof is there. So I wonder if logan tries to scapegoat Greg and it takes Tom down with him because Greg will say Tom gave him the order to cover it up.

Kendall would definitely be the most impactful choice.
