Seems like there's some momentum behind the bill now... although I wonder if there's any chance of the Freedom Caucus bailing if the preexisting conditions "improvements" are too much

This is the point that really seems weird to me. In what world would a party lead change the collective bargaining of the country as a whole? It makes absolutely no sense and yet this empty rhetoric is going to be why a lot of more liberal people will vote Conservative.
