I emailed District Lines about 2 weeks ago inquiring about where my order was and they replied with:

"It appears that this VIP merchandise will be shipped out along with the CD on its release date :)

This was changed last minute due to an item of the merchandise experiencing a production delay from the third-party manufacturer."
