Neoliberalism is a political project that favors markets over the welfare state. Political projects augment the terrain within which political actors operate; that is, the premises they accept, what they identify as possible, what they see as good and beneficial, etc. So, I guess you're right, insofar as the premises liberals and progressives accept aligns with the neoliberal project.
