salting the roads before a storm is useful only to prevent ice from forming, as salt prevents water from freezing as quickly. it does nothing to actually keep the roads safe DURING a storm.

 

So far the biggest surprise is Baalke

people will pre-salt roads because theres no snow covering them and its realistically safer for the trucks to be out before a storm rather than during/after it.

also yes, 3" of snow is *quite literally* nothing anyone will even turn a nose up at in a region used to getting major snowstorms, but it is not uncommon for private businesses to close if the roads arent great.
