He was teased as The Leader at the end of the 2008 Incredible Hulk so I am assuming some seventeen years later they are finally following up on that along with bringing Liv back as Betty.

 

He was confirmed as The Leader when they originally announced his casting

 

I love that they're finally acknowledging that film.

 

Shoe horning another villain in during reshoots? We already have the leader and red hulk. Whatever since it’s Gus Fring I’ll let it pass
