Yep. There’s no reason for anyone else to ever wear it at Barcelona. (You could make the same argument for 7 at Madrid.)

 

La Liga rules don't let them retire numbers though, do they? Unless they've changed it in recent years, don't they have to assign numbers 1~25 before they can give out higher numbers (or maybe they can give higher numbers to youth players or something)? Maybe I'm wrong about that though.
