Oh that's a tough one. I was thinking about this the other day and narrowed it down to a rather large bottom tier: Adams (both kinda sucked, but the latter was the original election stealer), Jackson, Polk, Buchanan, A. Johnson, Hoover, Nixon, Reagan, W., and Trump. As for the worst... I'm still kinda stuck between Bush and Trump. I think a lot of it depends on how badly you think Bush would've handled a pandemic which, honestly, it would've been pretty bad.

I also tend to rank slave-holding presidents in a tier of their own because, well, owning people as property well espousing the notion that all people are equal is quite the stance.

He needs to clarify if he had them prior to this event. Cause it is possible then that the incoming members never had them installed to begin with. Still dumb, but that could be an explanation.
