I listened to the episode of Wrestling Observer Radio which is the source of that info (a few different sites have posted similar today)

It was more Dave Meltzer speculating because they were "very interested" in signing Marty Scurll in the past, that since Scurll needs a Visa to stay in the US, and the fact that WWE has demonstrated that they are willing to look the other way (Austin Theory, Velveteen Dream, Matt Riddle), that it would not be surprising to see them nab him up.
