Actually that's Japanese and it's called yoshoku, which is western-influenced cooking and Spaghetti Napolitan is one of the things they make that is considered a yoshoku dish. I don't know if it's good or not but it is a popular dish over there.

 

I saw some of this online but I didn't realize it was really that popular! Seems so odd to me haha.

Many western influenced cuisines in Japan came about because of post-war occupation.

The Japanese also like sweeter foods which is why their versions of things like pasta and curry are much sweeter, so ketchup lends itself to that.
