Imo that should always be given as a penalty.

 

He had zero chance of making contact with the ball even unimpeded, which is why I felt like it was soft. But being shoved in the back is a foul, so I understand it. I wouldn't complain with the call, but I'm glad it didn't change the scoreline at the same time.
