The awful stuff they talk about to their base is actually very unpopular, and they know it. They want to rile people up but not actually do it (besides cutting taxes for the rich) because they know it will hurt them for the elections.

So they’ll never eliminate the filibuster, at their core the do not want to legislate, they want government to fail so they can complain about it.
