Pretty legit.
Brickseek is a stock checker it's not always accurate because Walmart own inventory system isn't accurate but it's pretty good.

The target deal is a little bit shady because they aren't technically supposed to do price matching AND cartwheel but they usually don't care as long as you're doing it in the regular checkout and can price match there.
