Horse is actually a pretty normal meal in many super Western European countries. For sure Scandanavian countries, Netherlands, and the Germanic countries do it.

I saw street vendors in Netherlands serving horse sausage.

To be clear, the line is firmly drawn at people. Don't eat people. In an ideal world I probably wouldn't eat any meat since it's almost certainly unethical but I am weak
